What your own trucking authority costs to start
How much does it cost to get your own trucking authority with one truck?
The government fees are small, and insurance is the real cost
The federal filing fees for a one-truck authority come to a few hundred dollars. The liability insurance premium is what decides whether the numbers work.
That is the part most startup budgets get backwards. People price the MC number to the dollar and guess at insurance. Get two or three binding quotes before you file anything. The fees below are fixed and published. The premium is not.

One-time federal costs to activate authority
You pay the $300 authority fee once per authority type. The process agent is the other one-time line, and a blanket agent charges for it.
Blanket process agent pricing is set by the company, not the government. Motor Carrier HQ, one authority specialist, lists its BOC-3 service at $70. Some packages bundle the BOC-3 and the $300 fee together. Motor Carrier HQ's own authority package, for example, is $559 with both included.
The EIN costs nothing from the IRS. Any site charging for one is charging for typing. The BOC-3 page explains what the process agent does.

Annual and quarterly fees once you are running
The recurring government charges for one truck are UCR, IFTA decals, and the heavy vehicle use tax. Apportioned plate fees vary by state and by the miles you run.
UCR is $46 for a carrier with up to two trucks in 2026, rising to $55 for 2027. The Form 2290 tax tops out at $550 a year for a truck over 75,000 pounds, which covers most loaded tractor-trailers.
In Maine, IFTA decals are $5 a set, renewed each calendar year. Apportioned IRP fees are calculated on the share of your miles run in each member jurisdiction, so they are quoted by the base state, not published as a flat number.
| Item | Amount | How often |
|---|---|---|
| FMCSA operating authority | $300 | Once per authority type |
| EIN from the IRS | $0 | Once |
| UCR, 0 to 2 vehicles | $46 (2026), $55 (2027) | Every year |
| Form 2290, over 75,000 lbs | $550 | Every July to June period |
| IFTA decals (Maine) | $5 per set | Every calendar year |
| Maine LLC certificate of formation | $175 | Once |
| Maine LLC annual report | $85 | Every year |

The entity costs, if you form an LLC
An LLC adds a state formation fee and an annual report fee. In Maine that is $175 to form and $85 each year after.
A late Maine annual report adds a $50 penalty on top of the fee. Leave it unpaid and the state can dissolve the company, which is a problem when the authority and the insurance are in its name.
Filing services charge on top of the state fee, or bundle it. The formation-services page lists what each publishes, and the entity comparison covers whether you need one at all.

Insurance, the line that sets the budget
Federal law sets a $750,000 minimum for general freight, and more for oil and hazardous materials. The premium on that coverage is where new authorities succeed or stall.
No government publishes a premium. It depends on your driving record, the truck, your radius, the freight, and how new the authority is. New MC numbers pay more than established ones, which is part of why many owner-operators start leased on.
Price physical damage and cargo coverage alongside liability. Neither is a federal requirement for general freight, but a lender or broker will usually ask. The insurance page sets out what is required and which forms the insurer files.

Paying for testing and audit readiness
Two costs are easy to forget. A random drug and alcohol testing pool, and the time to build the records the new entrant audit checks.
As a one-driver carrier you must belong to a random pool of two or more drivers. Consortiums set their own prices. Motor Carrier HQ, for example, lists random pool membership at $225.
Budget it before the first load. Running without a random testing program is an automatic audit failure. See drug and alcohol testing for the setup.

Questions
Is there a cheaper way to get MC authority than $300?
No. The $300 is the federal fee for each authority type, and it is the same whether you file yourself or through a service. A service's price either adds to it or includes it.
What does a one-truck carrier pay for UCR?
The lowest bracket covers 0 to 2 vehicles. It is $46 for the 2026 registration year and $55 for 2027, paid before January 1 of each year.
Do I owe Form 2290 tax on a lighter truck?
Only trucks with a taxable gross weight of 55,000 pounds or more owe it. Below that there is no heavy vehicle use tax.
